It is true, it doesn't automatically make it racism. I guess what I am pointing out that when it comes down to the wire, incompetence is often "reserved" for black people. As in, a highly qualified, and trained, competent person can of course, make a mistake. But it says something when such "mistakes" happen more often when a person is black. It's kind of like the implicit bias tests. No one really thinks necessarily, "black=dangerous" on a conscious level, but through actions that are automatic, they are seeped in with some racism.
